Why it matters
Screen readers use the lang attribute to pick pronunciation; without it, content may be read in the wrong language.
How to fix it
Add a language to the root element, e.g. <html lang="en">.
On WordPress
Set Settings > General > Site Language; themes output it via language_attributes().
